The European Union Agency for Railways (ERA) implements a Contribution Agreement "EU support on transposition and implementation of the EU railway acquis by the European Union Agency for Railways" (2024 - 2026) with the European Commission's Directorate General DG NEAR. Under this Agreement, the EU candidate and potential candidate countries (Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye) will benefit from support of ERA. In this context, ERA will organize a Workshop for railway accident investigation bodies (NIB) called "Incident Investigation Training— precursors of a railway accident".

NIBs need to be empowered to identify, collect and analyse accident precursors in a systematic way order to improve the understanding of overall system risk and prevent accident from happening. Accident precursors are events that must occur in order for an accident to happen within a given period. In this case, a precursor is a situation that has some components that lead to an undesirable outcome. The training will be delivered in an interactive way in order to allow beginners and experts to benefit from it. The target audience of this training are the NIBs of the beneficiaries or other relevant experts, in case a NIB is not yet fully operational in the concerned country / territory.
